Join the COST Action ES0904

The Action ES0904 is meant to be open at the international level and all countries/institutions are very welcome as partners, with subsequent representatives in the Management Committee (MC).

Participation requires the Memorandum of Understanding (MoU) to be signed, depending on the country of the applicant. Whether it is considered as a COST country or not (see the list of COST countries), the MoU will have to be signed at his/her national or institutional level (see join a COST Action).

  • An applicant in a 'COST country' would have to contact his/her COST National Coordinator (CNC, see the list of CNCs) and start the procedure for the MoU to be signed by the convenient authority (generally at the ministerial level) for the whole country. The CNC would then have to nominate the country representatives in the Management Committee of the Action among the candidates.
  • An applicant in a 'non-COST country' would have to contact the Chair of the Action and provide some information. The first step is to send a motivation letter (about 1 page) based on the applicant's interests with respect to the MoU. Then the Chair will invite the applicant (through email) to fill the on-line application form through e-cost (see below the content of the application). The MoU would have to be signed at his/her own institutional level with the approval of the COST Committee of Senior Officials (CSO). Representatives in the MC would then have to be nominated by the institution of the applicant.
  1. INSTITUTION AND PARTICIPANTS (INSTITUTION, PARTICIPANTS to COST Action)
  2. PRESENTATION OF NON-COST COUNTRY INSTITUTION AND ITS REPRESENTATIVE
  3. BACKGROUND INFORMATION
  4. DESCRIPTION OF MUTUAL BENEFITS (4.1 Benefits for COST and for the COST Action ; 4.2 Benefits for the Non-COST Country Institution ; 4.3. Brief description of targeted scientific activities, including Working Groups selected for cooperation)
  5. ADDITIONAL COMMENTS / REMARKS (including IPR if needed)
  6. ANNEX : motivation letter

After the MoU is signed, the COST Action ES0904 provides with tools (see, basically: WG meetings and STSMs) to help the partner for international cooperation with the other partner countries/institutions of the Action and also, but to a less extent, to other countries.

The procedure is generally straightforward but please, contact the Chair of the Action before starting.

COST Countries are presented in the figure below in blue (click to enlarge). COST has always been open to non-COST countries regardless of whether they are one of the four Reciprocal Agreements countries (Argentina, Australia, New Zealand, and South Africa in pink on the map below), fall under the COST special policy towards neighbouring countries (in green), or are countries that do not belong to these two instruments.

Reciprocal agreements non-COST countries

The four reciprocal agreements are an answer to a concrete need from these countries’ scientific communities to obtain easy access to collaboration with European researchers. Each agreement is an equal partnership between COST and the country concerned. Both parties have earmarked specific budgets for scientists and researchers involved in COST Actions to gain experiences from their colleagues on the other side of the world.
